These Headquarters were charged with the task of putting together the Bid Project, which involves, for the pre-selection stage in 2010, the presentation of a general outline of the Programme of Activities to be carried out, while the definitive project to be presented to the European Expert Committee must be ready in time for the final stages in 2011.

In order to prepare the bid project, three separate tasks are being carried out at the Malaga 2016 Municipal Headquarters: the compilation of a Programme of Cultural Activities of European Dimension, the development of a Programme for Citizen Participation in the activity programme, and the implementation of a programme to monitor the provision of the cultural infrastructure and facilities required for the city to act as European Capital of Culture in the year 2016.

In the lead-up to the development of the Bid Project itself, staff at the Malaga 2016 Municipal Headquarters are also working on a Citizen’s Strategic Planning Programme comprising a series of opinions and reflections with regard to the mainstays on which the aforementioned Bid Project ought to be based. This programme will involve contributors from a variety of areas, including the University, the business world, public administration as a whole, the field of artistic creation, the cultural industry sector and representatives of citizens’ organisations. Via a process that will take into account the views of experts and citizens alike, their reports will be used to compile thematic dossiers and a final document that will be instrumental in guiding Malaga’s bid to be named European Capital of Culture 2016.
